How do I get a weather forecast with no phone signal?

Use a satellite messenger together with a relay service. Offshore there is no cell or wifi, so ordinary weather apps go dark. A satellite messenger can still send and receive short text messages anywhere on Earth. Pair it with Beamback, text a forecast area, and a real GRIB forecast beams back over satellite. Can I get GRIB files by satellite?
